Kay Hays, right, Volunteer Coordinator for Guadalupe County’s Office of Emergency Management, was typical of the attendees who brought their own experience and expertise to the discussion. Hays is a veteran of shelter management in San Antonio, now assisting emergency planning in Seguin.
